Erasmus Mundus Action 2 South Africa: Scholarship and Academic Opportunities in Europe

  • SA and the EU have been strategic partners since 2007. Higher Education is a key area for people to people contact and the exchange of ideas, knowledge, and expertise on issues of mutual interest between the two parties.  In SA the programme provides opportunities to develop highly skilled human resources critical for economic growth and development; and contributes to the Internationalisation of Higher Education in SA, a strategic objective for the country. The programme’s funding covers administrative costs incurred by the universities as well as scholarships for students and university staff.

2016/2017 Call for Applications

The National Research Foundation (NRF) is pleased to announce the call for applications for:

  1. Equipment-Related Travel and Training Grants (ERTTG) funding instrument; and
  2. South Africa – Joint Institute of Nuclear Research (SA-JINR) – Mobility Grants.

These funding instruments aim to support world-class research, enhance research collaboration nationally and internationally, and support the development of specialised skills required to sustainably manage and operate state-of-the-art research equipment.

  1. Equipment-Related Travel and Training Grants (ERTTG) funding instrument

The ERTTG funding instrument seeks to improve the competitiveness of South African research by advancing the national research agenda as defined in the National R&D Strategy, the DST Ten-Year Innovation Plan; and the strategic objectives of the NRF. Collectively, these seek to promote and support research through human resource development and facilitate access to state-of-the-art research equipment. ERTTG grants are divided into two categories, namely: Equipment-related Travel Grants; and Equipment-related Training Grants.   1. Joint Institute of Nuclear Research (SA-JINR) – Mobility Grants

In 2005 South Africa become an associate member of the Joint Institute for Nuclear Research (JINR). The main objectives for South Africa JINR Mobility Grants is to provide the South African research community with access to world-class facilities, research and networking opportunities with the JINR scientific community. The JINR mobility grants are divided into two categories, namely: Postgraduate Students Grants; and Travel grants for Researchers. Applications may be submitted by a single researcher on behalf of either himself/herself or two co-applicants travelling to a specific facility. Supervisors must apply on behalf of postgraduate students and post-doctoral fellows.

The Conditions of Grant for all awarded grants should be signed and returned to the NRF within one (1) month of receiving the award letter.

After the conclusion of an activity for which funding was granted, the NRF requires that the completion report be submitted within one (1) month  after returning from travel or training and the full grant should be claimed.

Fulbright Scholarship: Deadline – 1 November 2016

Fulbright Visiting Scholar or Researcher Program applications are open and close November 1, 2016.

Applications are Now Open for the South Africa 2017-18 Fulbright Visiting Scholar Program.   The deadline is November 1, 2016.

 Eligibility Requirements:

  • Applicants must be South African citizens.
  • Applicants must have a doctoral degree or equivalent professional/terminal degree at the time of application.
  • Applicants must have sufficient proficiency in the English language to carry out the project required.

 How to Apply for the Visiting Scholar Program: 

All South African applications are to be submitted entirely online through the Embark system, no part can be submitted by post or email.

Scholarships for Nuclear Physics and Technologies: Deadline – 20 May 2016

Russia

The Russian Government is offering 10 scholarships in Nuclear Physics and Technologies to study in Russia.

CRITERIA AND ELIGIBILITY 

  • South African citizens with a strong academic record and in good health.
  • Available to study in Russia from September 2016 (no extensions will be allowed).
  • Demonstrated interest in Nuclear Studies and commitment to the development of South Africa.
  • All students must meet the minimum academic requirements for entry into a similar programme at a South African university.

Guidelines for education achievements:

LANGUAGE OF INSTRUCTION 
According to the regulations of the Russian Ministry of Education, all programmes for scholarship students are instructed in the Russian language. Applicants with no command of Russian are required to take the college preparatory courses for one year before pursuing major studies. Only after passing the examinations of the college preparatory course can they start their university studies.

Studies must be completed within the duration of the scholarship, as specified in the award letter.

SCHOLARSHIP CONDITIONS 
The Russian Government provides the following:

  • Tuition,
  • Basic monthly allowance

The South African Government provides the following (subject to the availability of funds):

  • One return economy airfare
  • Monthly living allowance for accommodation, meals, transport and personal expenses.
  • Once-off settlement allowance

Successful scholarship applicants will be required to sign a contract and return to South Africa upon completion of studies.

SELECTION PROCESS 

Applicants can choose one academic programme

Applications will be assessed by the South African Department of Higher Education and Training (DHET). Shortlisted candidates will be invited for an interview. Application documents of recommended candidates will be submitted to the Russian Government for a final decision and placement at an appropriate institution.

If candidates do not meet the required criteria, the institution reserves the right to revise their academic program or give a conditional offer for their proposed programme. Students who attend Russian language courses or the college preparatory programme prior to their university study must pass all required examinations before they start their major studies.

Students are not, in principle, permitted to apply to change their specialities, institutions or the duration of study as specified in their scholarship award letter.

Complete application form and submit it to the DHET with all supporting documents, application form can be requested from internationalscholarships@dhet.gov.za. Incomplete applications will not be considered.

Ensure that you include a valid email address and your current cell phone number. The DHET takes no responsibility in cases where applicants cannot be reached.

  • Incomplete applications will not be considered.
  • Medical examination documents are not required with your initial application. Only recommended candidates will be requested to submit medical examination documents including HIV/AIDs test results after interviews have been conducted.

EU Eases Visa Rules for Researchers and Students

The European Parliament has passed a new visa directive on European Union entry and residence that makes it easier and more attractive for people from third countries to study or do research at EU universities.

The Visa Directive, passed by MEPs on Wednesday, merges two existing directives and will ensure that:

  • Students and researchers may stay at least nine months after finishing their studies or research in order to look for a job or to set up a business.
  •  Students and researchers may move more easily within the EU during their stay. In future, they will not need to make a new visa application, but only to notify the member state to which they are moving, for example to do a one-semester exchange. Researchers will also be able to move for longer periods than those currently allowed.
  • Researchers have the right to bring their family members with them and these family members are entitled to work during their stay in Europe.
  •  Students have the right to work at least 15 hours a week.

Lead MEP Cecilia Wikström of the Swedish Liberal People’s Party and a member of the parliamentary Group of the Alliance of Liberals and Democrats for Europe, said: “I am glad that the EU recognises the value of attracting highly skilled people to come here and to entice them to stay by creating a harmonised European system applicable in all member states.

“This undoubtedly means that European universities will be able to strengthen their competitiveness in the global arena and become more attractive than ever to ambitious and highly educated people from other countries, thanks to considerably improved conditions in the EU.”

Fernando Galan, chairperson of the European Students’ Union or ESU – the umbrella organisation of 45 national unions of students from 38 countries – welcomed the new directive but said it “represents half of what we would have loved to see”.

He wished the final text better reflected the needs of non-EU international students, by, for example, granting them the same right to work in the hosting country as domestic students.

“We hope that this directive is only a first step in ensuring that Europe attracts more non-EU students to its campuses and encourages and increases internationalisation.”

He said although ESU welcomes the steps forward to increase brain circulation and support cooperation with third countries, the period of the right to stay after finishing studies was cut down by half – the European Commission had proposed 12 months and the European Parliament 18 – and the right to work has been reduced from 20 to 15 hours a week.

In addition, students’ families had been excluded and only researchers will be able to bring their families with them.

Member states will have two years to implement the directive, but the ESU called on governments to do so as quickly as possible to improve the situation of students from third countries.

Hubert H. Humphrey Fellowship Program: Deadline – 31 July 2016

The Hubert H. Humphrey Fellowship Program is a “ten months of non-degree academic study and professional development in the United States. Humphrey Fellows are selected based on their potential for leadership and commitment to public service”.

The Hubert H. Humphrey Scholarship has opened the call for applications and will close July 31st 2016.

The Humphrey Fellowship Program is for experienced professionals interested in strengthening their leadership skills through a mutual exchange of knowledge and understanding about issues of common concern in the U.S. and Fellows’ home countries. As a non-degree program, the Fellowship offers valuable opportunities for professional development through selected university courses, attending conferences, networking, and practical work experiences. During the year, Fellows pursue both their individual program goals and work closely with their Humphrey colleagues in workshops and seminars.
